īpaši jutīga teritorija (neaizsargāta teritorija)
national definition:Neaizsargātas teritorijas ir visas tās valsts teritorijas daļas, kas noplūdina piesārņotus ūdeņus, un ūdeņi, kuri var tikt pakļauti piesārņošanai, ja noteiktas darbības netiek veiktas, un kuri palielina piesārņojumu (vai tādi tie tiek noteikti valsts noteiktajā kārtībā). Teritorijas, kur piesārņojums var pastiprināti ietekmēt cilvēku veselību vai vidi un tās bioloģisko daudzveidību, vai teritorijas, kuras ir īpaši jutīgas pret piesārņojuma radīto slodzi, sauc par īpaši jutīgām teritorijām. Ministru kabinets reglamentē īpaši jutīgu teritoriju noteikšanas kritērijus un apsaimniekošanas kārtību, nosaka attiecīgo teritoriju robežas vai visas valsts vai noteiktu pašvaldību administratīvo teritoriju robežas kā jutīgo teritoriju robežas, kā arī to: uz kurām īpaši jutīgām teritorijām attiecas paaugstinātas prasības pilsētu notekūdeņu attīrīšanai; uz kurām īpaši jutīgām teritorijām attiecas paaugstinātas prasības ūdens un augsnes aizsardzībai no lauksaimnieciskas darbības izraisīta piesārņojuma ar nitrātiem. Vides ministrs pēc saskaņošanas ar zemkopības ministru īpaši jutīgo teritoriju apsaimniekošanas pasākumu koordinācijai izveido konsultatīvu padomi, iekļaujot tajā pārstāvjus no Vides ministrijas, Zemkopības ministrijas un Veselības ministrijas un šo ministriju padotībā esošajām institūcijām, kā arī sabiedrisko organizāciju pārstāvjus.

vulnerable zone (highly sensitive area)
english definition:Vulnerable zones are all known areas of land [within the State territory], which drain into the waters affected by pollution and waters which could be affected by pollution if action is not taken and which contribute to pollution [and which are designeted as such by the State].
Territories where pollution may have an increased effect on human health or the environment and its biological diversity, or the territories that are highly sensitive to pollution load shall be known as highly sensitive territories. The national government shall regulate the criteria for determination of highly sensitive territories and procedures for managing thereof, determine the boundaries of the relevant territories, or of the entire State or of the administrative territories of specific local governments as the boundaries of sensitive territories, as well as determine those highly sensitive territories to which increased requirements for the urban waste water treatment apply; and those highly sensitive territories to which increased requirements for the protection of water and soil from pollution with nitrates caused by agricultural activity apply. The Ministry of Environment after co-ordination with the Ministry of Agriculture shall establish for the co-ordination of management measures for the highly sensitive territories a consultative council, including in such council representatives from the Ministry of Environment, Ministry of Agriculture and the Ministry of Health and the existing institutions subordinate to these ministries, as well as representatives of public organisations.
