Izvērtējamā izmantošana ir izmantošana, kas nav plānota (atļauta) konkrētā apbūves vai izbūves teritorijā, bet ir atļauta tiešā tuvumā esošā teritorijā. Tā var kļūt par atļauto izmantošanu tikai pēc padziļinātas visu apstākļu izvērtēšanas par tās iespējamo ietekmi uz apkārtējiem īpašumiem. Izvērtējamā izmantošana kļūst par atļauto izmantošanu tikai pēc izvērtējuma saskaņošanas ar blakus zemes gabalu īpašniekiem un akceptēšanas pašvaldībā.

english definition:

Utilisation upon evaluation is an utilisation or land use that has not been planned (permitted) on a particular lot or territory; however it is permitted on adjacent territory. Such utilisation may become a permitted utilisation only upon in-dept evaluation of all the circumstances deriving from its eventual impact on surrounding properties. Utilisation upon evaluation becomes a permitted utilisation only after the evaluation has been co-ordinated with the owners of adjacent lots and acceptance by institutions of local municipality.
