Kultūras loma indivīda, sabiedrības un valsts izaugsmē izpaužas trejādi: gan kā dzīves un līdzāspastāvēšanas veids, kopienas identitātes stiprinātāja, gan kā attīstības instruments un resurss, gan arī kā vērtība pati par sevi, gan kā attīstības mērķis. The role of culture in the growth of an individual, of society and state can be expressed in three ways: as a kind of living and coexistence, the strengthening of the community's identity, as a development tool and resources, as well as a value in itself, and the goal of development.
