Mežs ir ekosistēma visās tā attīstības stadijās, un tajā dominē koki, kuru augstums konkrētajā vietā var sasniegt vismaz septiņus metrus un kuru pašreizējā vai potenciālā vainagu projekcija ir vismaz 20 procenti no mežaudzes aizņemtās platības. Par mežu neuzskata atsevišķi no meža esošu platību, kasmazāka par 0,1 hektāru; mākslīgas vai dabiskas izcelsmes koku rindas, kuru platums ir mazāks par 20 metriem; kā arī augļu dārzus, parkus, kapsētas un kokaudzētavas. Meža nekoksnes vērtības ir materiālās vērtības - ķermeniskas lietas, kuras saistītas ar mežu un kuras iegūstot tiek atdalītas no meža un mežam piemītošās rekreatīvās, vidi stabilizējošās un ekoloģiskās īpašības. Meža nekoksnes materiālās vērtības - savvaļas ogas, augļus, riekstus, sēnes un ārstniecības augus - personas var iegūt pēc sava ieskata, ja meža īpašnieks vai tiesiskais valdītājs nav noteicis ierobežojumus.

A forest is an ecosystem in all stages of its development, dominated by trees the height of which at the particular location may reach at least seven metres and the present or potential projection of the crown of which is at least 20 per cent of the area occupied by the forest stand. The following is not regarded as forest - areas separate from forests, covered with trees, the size of which does not exceed 0.1 hectare; rows of trees of artificial or natural origin, the width of which is less than 20 metres; and orchards, parks, cemeteries and forest tree seed orchards. Forest non-timber value is  material value – tangible things which are related to the forest and which are separated from the forest in the course of acquisition thereof; and the recreational, environment-stabilising and ecological qualities inherent in a forest. Forest non-timber material value – wild berries, fruit, nuts, mushrooms and medicinal plants – may be gathered by persons at their discretion, if the forest owner or the lawful possessor has not set restrictions.
