Ministrija ir centrālā izpildvaras iestāde, ar kuras palīdzību Ministru kabinets realizē Satversmē un likumā noteiktos uzdevumus.Katra ministrija darbojas patstāvīgi likuma un Ministru kabineta noteiktās kompetences ietvaros.Ministrijas pamatstruktūrvienība ir departaments, kas ir sadalīts nodaļās. Ministrijā var būt arī patstāvīgas nodaļas, kuras ir pakļautas nevis kādam atsevišķam departamentam, bet gan tieši valsts sekretāram vai viņa vietniekam.Ministrijas pakļautībā esošās iestādes (inspekcijas, pārvaldes, dienesti, fondi un citas iestādes) veic ministrijai uzticētās valsts funkcijas un atbild par to izpildi.Ministrijas pārraudzībā esošās iestādes ir juridiskās personas.

A ministry is the central executive institution, which assists the Cabinet of Ministers to fulfil its functions as prescribed by the Constitution and by law. Each ministry acts independently within the limits of its competence as prescribed by law and the Cabinet of Ministers. The basic structural unit of a ministry is the department, which is subdivided into divisions. In a ministry, there can be also independent divisions, which are subject to the control of the State secretary or his or her deputy rather than to a particular department. The State institutions, which are subject to the control of a Ministry (inspections, boards, services, foundations and other institutions) carry out the functions of the State entrusted to the Ministry and is accountable for the implementation of such. The institutions supervised by ministries is legal persons.
