Nekustamā īpašuma valsts kadastrs

Nekustamā īpašuma valsts kadastrs ir vienota uzskaites sistēma, kas, realizējot administratīvus, organizatoriskus un tehnoloģiskus procesus, nodrošina datu iegūšanu par valsts teritorijā esošajiem nekustamajiem īpašumiem, to objektiem, zemes vienības daļām un to īpašniekiem, tiesiskajiem valdītājiem, lietotājiem, nomniekiem, nekustamā īpašuma nodokļa objektiem un maksātājiem, kā arī minēto datu uzturēšanu un izmantošanu.

Lai nodrošinātu Kadastra darbību, tiek uzturēta un pilnveidota Nekustamā īpašuma valsts kadastra informācijas sistēma (jeb Kadastra informācijas sistēma). Kadastra informācijas sistēma ir valsts informācijas sistēma. Tās pārzinis un turētājs ir Valsts zemes dienests. Valsts zemes dienests šajā jomā darbojas saskaņā ar Valsts informācijas sistēmu likumu, Elektronisko dokumentu likumu, Fizisko personu datu aizsardzības likumu un likumu "Par arhīviem". Kadastra informācijas sistēmā reģistrē un uztur Kadastra teksta un telpiskos datus par kadastra objektiem, kas atrodas valsts teritorijā, vienlaikus saglabājot vēsturiskos datus. Kadastra informācijas sistēmā ieraksta ziņas par kadastra subjektiem, nekustamā īpašuma nodokļa objektiem un maksātājiem. Kadastra darbībai un informācijas sagatavošanai izmanto aktuālos (jaunākos) kadastra datus. Spēkā ir kadastra dokuments, kas satur aktuālus kadastra datus. Kadastra subjektam ir tiesības pārliecināties par kadastra dokumentā iekļauto datu atbilstību aktuālajiem kadastra datiem. (Nekustamā īpašuma valsts kadastra likums)

State Cadastre of Immovable Property

The State Cadastre of Immovable Property is a single registration system which by effecting administrative, organisational and technological processes ensures the obtaining of data regarding immovable properties in the State's territory, objects, parts of units of land and owners thereof, lawful possessors, users, renters, objects of immovable property tax and payers, as well as maintaining and use of the referred to data.
In order to ensure operation of the Cadastre, the information system of the State Cadastre of Immovable Property (or the Cadastre information system) is being maintained and improved. The Cadastre information system is the State information system. The manager and holder is the State Land Service. The State Land Service operates in this field in accordance with the State Information System Law, Electronic Documents Law, Personal Data Protection Law and the Law on Archives.Cadastre text and spatial data regarding cadastre objects, which are located in the State territory, is registered and maintained in the Cadastre information system keeping the historical data at the same time. Data regarding the cadastre subjects, objects of immovable property tax and payers is entered into the Cadastre information system. Updated (latest) cadastre data is used for cadastre operation and preparation of information. A document containing updated cadastre data is in effect. A cadastre subject has the right to ascertain regarding the compliance of the data included in the cadastre documents with the actual cadastre data.
