national definition:Piesārņota vieta ir augsne, zemes dzīles, ūdens, dūņas, kā arī ēkas, ražotnes vai citi objekti, kas satur piesārņojošas vielas. Potenciāli piesārņota vieta ir augsne, zemes dzīles, ūdens, dūņas, kā arī ēkas, ražotnes vai citi objekti, kuri, pēc nepārbaudītas informācijas, satur vai var saturēt piesārņojošas vielas. Pēc piesārņotas vietas reģistrācijas un reģionālās vides pārvaldes atzinuma saņemšanas pašvaldība nosaka ierobežojumus teritorijas plānojumā, kā arī ierobežojumus attiecībā uz dzīvošanu šajā teritorijā un citādu šīs teritorijas izmantošanu, ja tas ir nepieciešams, lai aizsargātu cilvēku veselību vai vidi. Ierobežojumi tiek noteikti, ņemot vērā piesārņojošo vielu bīstamības pakāpi, iespējamo iedarbību uz cilvēkiem, kas dzīvo apkārtējās teritorijās, šo teritoriju vides kvalitāti un nepieciešamību nākotnē veikt sanācijas pasākumus.

After the registration of a polluted site and a receipt of an opinion of the regional environmental board, the local government has to determine the restrictions on spatial planning, as well as restrictions in respect of living in such territory and other utilisation of such territory if it is necessary in order to protect human health or the environment. Restrictions have to be determined, taking into account the level of danger of polluting substances, the possible effect on people living in the surrounding territories, the environmental quality of such territories and the necessity to take rehabilitation measures in the future.
