Plānošanas reģiona attīstības programmu izstrādā katrā plānošanas reģionā, un tas ir vidēja termiņa (septiņi gadi) reģionālās politikas plānošanas dokuments, kurā noteiktas attiecīgā plānošanas reģiona attīstības prioritātes un ietverts konkrētu pasākumu kopums. Plānošanas reģiona attīstības programmu izstrādā un īsteno saskaņā ar reģionālās politikas pamatnostādnēm, nacionālo plānojumu, nacionālo attīstības plānu un attiecīgā plānošanas reģiona teritorijas plānojumu, ievērojot plānošanas reģionā ietilpstošo pašvaldību attīstības programmas un plānojumus. Plānošanas reģiona attīstības programmu apstiprina Plānošanas reģiona attīstības padome.

english definition:The development programme of a planning region shall be developed by each planning region and it is a medium-term (seven years) regional policy planning document which sets out the development priorities of the relevant planning region and contains a set of specific measures. The development programme of a planning region shall be developed and implemented in accordance with the Regional Policy Guidelines, the National Spatial Plan, the National Development Plan and the territorial spatial plan of the relevant planning region, taking into account the development programmes and spatial plans of the local governments located in the planning region.The development programme of a planning region shall be approved by the Planning Region Development Council.
