Swedenplānošanas reģiona teritorijas plānojums
national definition:Plānošanas reģiona teritorijas plānojumā ir noteiktas plānošanas reģiona teritorijas attīstības iespējas, virzieni un aprobežojumi. Plānošanas reģiona teritorijas plānojums attiecas uz visu plānošanas reģiona teritoriju. To izstrādā, ievērojot valsts reģionālās politikas pamatnostādnes, nacionālo plānojumu, nacionālo attīstības plānu un nozares attīstības programmu.Izstrādājot teritorijas plānojumu, izvērtē reģiona esošos un perspektīvos attīstības resursus, kā arī funkcionālo sasaisti ar citiem reģioniem. Teritorijas plānojumam ir šādas sastāvdaļas: plānošanas reģiona telpiskās struktūras apraksts; plānošanas reģiona telpiskās attīstības perspektīva; teritorijas plānojuma vadlīnijas; un pārskats par teritorijas plānojuma izstrādi. Plānošanas reģiona telpiskās struktūras apraksts ir informatīvs ziņojums, kas atspoguļo plānošanas reģiona teritorijas pašreizējo izmantošanu kā reģiona telpisko struktūru (laukus, apdzīvojumu un infrastruktūru) saistībā ar cilvēku un viņa dzīvesveidu vērtību un teritorijas izmantošanas aspektā. Tajā norāda nacionālās vērtības, nosaka reģionālās vērtības un plānošanas reģiona telpiskās attīstības tendences, kā arī attīstības problēmteritorijas. Plānošanas reģiona telpiskās attīstības perspektīva ir pamatnostādnes, kas atspoguļo plānoto (atļauto) teritorijas izmantošanu kā reģiona telpisko struktūru (laukus, apdzīvojumu un infrastruktūru) un izmantošanas aprobežojumus, apraksta un grafiskā veidā ietver reģiona vēlamās telpiskās struktūras vīziju pēc 20 gadiem, stratēģiju un rīcību tās sasniegšanai. Teritorijas plānojuma vadlīnijas ir ieteikumi rajonu un vietējo pašvaldību attīstības programmu un teritorijas plānojumu izstrādāšanai. Pārskatā par teritorijas plānojuma izstrādi iekļauj: plānošanas reģiona attīstības padomes lēmumu par teritorijas plānojuma izstrādi un lēmumu par teritorijas plānojuma apstiprināšanu un sabiedriskās apspriešanas materiālus.

A spatial plan shall be developed for the whole territory of the planning region. In a planning region spatial plan the development possibilities, directions and restrictions of the planning region territory are specified. In developing a spatial plan, the present and long-range development resources of the region, as well as functional association with other regions shall be evaluated. A spatial plan shall have the following parts: the description of the spatial structure of the planning region; the perspective of the spatial development of the planning region; the guidelines of the spatial plan; and the report on the development of the spatial plan. A description of the spatial structure of the planning region shall be an informative report that reflects the present use of the territory of the planning region as the spatial structure of the region (open country, population and infrastructure) in relation to an individual and his or her lifestyle in the aspect of the value and the use of the territory. National values shall be indicated therein, regional values and trends of the spatial development of the planning region, as well as the problematic territories of the development shall be determined. A perspective of the spatial development of the planning region shall be the basic parameters that reflect the planned (allowed) use of the territory as the spatial structure of the region (open country, population and infrastructure) and the restrictions of use, vision of the preferable spatial structure after 20 years, the strategy and actions for reaching such a vision shall be described and included in the graphical form. The guidelines of the spatial plan shall be the recommendations to the District and Territorial local governments for the development of the development programmes and spatial plans. A report regarding the development of the spatial plan shall include: a decision of the Planning Region Development Council regarding the development of the spatial plan and a decision regarding the approval of the spatial plan and public discussion materials.
