Rajona pašvaldības teritorijas plānojumā ir noteiktas rajona pašvaldības teritorijas attīstības iespējas, virzieni un aprobežojumi, grafiski attēlota rajona pašvaldības teritorijas pašreizējā un noteikta plānotā (atļautā) izmantošana, kā arī detalizētas augstāka līmeņa teritorijas plānojumos noteiktās prasības, teritorijas un objekti. Rajona pašvaldības teritorijas plānojums attiecas uz visu rajona pašvaldības teritoriju. To izstrādā, ievērojot: tā plānošanas reģiona attīstības programmu un teritorijas plānojumu, kurā ietilpst attiecīgā pašvaldība; to rajona pašvaldību politikas plānošanas dokumentus un teritorijas plānojumus, ar kurām robežojas attiecīgā rajona pašvaldība; attiecīgās rajona pašvaldības politikas plānošanas dokumentus.

english definition:in a district local government spatial plan, the development possibilities, directions and restrictions of the district local government territory, the present and planned (permitted) utilisation of the district local government territory graphically represented, as well as details of the requirements, territories and objects specified in higher level spatial plans are specifiedA district local government spatial plan is a plan of a district local government administrative territory, wherein, in accordance with the accuracy corresponding to the scale of M 1: 50 000, the current utilisation of the territory is depicted and the planned (permitted) utilisation and restrictions on utilisation in the long-term perspective for 12 years are specified. A district local government spatial plan shall specify the requirements for territory utilisation the effect of which extends beyond the limits of the one local government that is a part of the district; and which detail the requirements of the planning region spatial plan of the relevant district local government and the requirements of the national planning.
