Tā ir svarīgs politisks līdzeklis, kuram ir liela nozīme visā politikas īstenošanas norisē. Saziņas funkcijas ir padarīt informāciju pieejamu plašai sabiedrībai, izvirzīt atsevišķas problēmas vai problēmu kopumus sabiedrības uzmanības centrā, padarot tās par politiskajām prioritātēm, iesaistīt sabiedrību atsevišķu problēmu apspriešanā un risināšanā, informēt par jaunumiem dažādās sfērās, veicināt domu un zināšanu apmaiņu un ietekmēt sabiedrības attieksmes maiņu. Jo agrāk politikas veidošanā iesaistās sabiedrība, jo agrāk un pilnīgāk tiks ievērotas sabiedrības vēlmes. Pat ja sabiebrības iesaistīšana var aizkavēt lēmumu ātru pieņemšanu, tas tomēr dod iespēju nākotnē ietaupīt laiku un līdzekļus, izvairoties no smagām un ilgstošām diskusijām pēc lēmuma pieņemšanas. english definition:Communication is a continuous, mutual exchange of information between decision-makers and public at large. That is important policy instrument to the whole process of policy implementation. The functions of communication are to make information available to the public, to focus public attention on separate problems or groups of problems making them policy priorities, to involve the public in the discussion and solution of specific problems, to inform the public about new developments in different fields thus promoting the exchange of opinions and knowledge and to influence changes of public behavior and attitude.The sooner the public starts participation in policy elaboration the sooner and better public opinion will be observed. Even if public involvement may slow a decision it provides the opportunity to save time and money in the future by avoiding long and painful discussions after decision has been adopted. It is easier to ensure public participation by working together with specific target group.
