national definition:Saskaņā ar Teritorijas plānošanas likumu teritorijas plānošanas uzdevumi ir šādi 1) izvērtēt valsts, plānošanas reģionu, rajonu un vietējo pašvaldību teritorijas attīstības potenciālu un noteikt tā izmantošanai nepieciešamās prasības un aprobežojumus; 2) radīt labvēlīgus apstākļus uzņēmējdarbības attīstībai un investīciju piesaistei; 3) iekļauties kaimiņvalstu un Eiropas Savienības teritorijas plānošanas pasākumos; 4) radīt priekšnoteikumus vides kvalitātes un teritorijas racionālas izmantošanas nodrošināšanai, rūpniecisko un vides risku novēršanai; 5) garantēt tiesības izmantot un attīstīt nekustamo īpašumu saskaņā ar teritorijas plānojumu; 6) veicināt pakalpojumu pieejamību un optimālu transporta sistēmas funkcionēšanu; 7) saglabāt dabas un kultūras mantojumu, ainavas un bioloģisko daudzveidību, kā arī paaugstināt kultūrainavas un apdzīvoto vietu kvalitāti.

english definition:In accordance to the Latvian Spatial Planning Law, the tasks of spatial planning are as follows: 1) to evaluate the development potential of the territory of the State, planning regions, district and territorial local governments and to determine the requirements and restrictions necessary for the utilisation thereof; 2) to create favourable conditions for the development of entrepreneurial activities and attraction of investment; 3) to align with the spatial planning measures of neighbouring countries and the European Union; 4) to create pre-conditions for ensuring environmental quality and rational utilisation of the territory, and the prevention of industrial and environmental risks; 5) to guarantee the right to utilise and develop immovable property in accordance with the spatial plan; 6) to promote accessibility of services and optimal functioning of the transport system; and 7) to preserve the natural and cultural heritage, landscape diversity and biological diversity, as well as to improve the quality of the cultural landscape and populated areas.
