Saskaņā ar Satversmi, ikvienam ir tiesības likumā paredzētajā veidā vērsties valsts un pašvaldību iestādēs ar iesniegumiem un saņemt atbildi pēc būtības. Pašvaldības lēmumu par apbūves neatļaušanu vai ierosinājumu to koriģēt, var pārsūdzēt tiesā.
