Swedenūdens resursu lietošanas atļauja
national definition:Ūdens resursu lietošana ir virszemes un pazemes ūdens resursu izmantošana iedzīvotāju un tautsaimniecības vajadzībām (ūdens ieguve, uzkrāšana, sagatavošana lietošanai, sadale un lietošana, notekūdeņu attīrīšana un novadīšana virszemes ūdensobjektos vai zemes dzīlēs), kā arī citas saimnieciskās, tai skaitā piesārņojošas darbības, kuras var būtiski ietekmēt virszemes vai pazemes ūdeņu kvalitāti un kvantitāti. Jebkura cilvēku saimnieciskā darbība ietekmē ūdens resursu stāvokli, to kvalitāti un daudzumu. Ūdens resursu atjaunošanai un kvalitātes saglabāšanai tiek noteikti ūdens lietošanas ierobežojumi. Par ūdeņu lietošanu uzskata darbību, kas rada ietekmi uz ūdens kvalitatīvajiem un kvantitatīvajiem rādītājiem. Ar ūdeņu izmantošanu saistītie pasākumi - notekūdeņu attīrīšana un to novadīšana, ūdens izmantošana apūdeņošanai, ūdenskrātuvju izveidošana, artēzisko urbumu ierīkošana un citas darbības, kuras var ietekmēt ūdens resursu stāvokli ir jāsaskaņo un jāiegūst atbilstošās ūdens lietošanas atļaujas vides valsts institūcijās. Ūdens resursu lietošanas atļauju ir nepieciešama virszemes un pazemes ūdeņu ieguvei, ja uz to attiecas kāds no šādiem kritērijiem vidēji diennaktī iegūst 10 m3 vai vairāk virszemes vai pazemes ūdens; ar ūdensapgādes pakalpojumiem tiek nodrošinātas vairāk nekā 50 fiziskās personas; tiek iegūts un izmantots saimnieciskajā darbībā minerālūdens vai termālie ūdeņi; ūdens resursu ieguve var radīt būtisku ietekmi uz vidi; hidrotehnisko (arī ar hidroelektrostaciju darbību saistīto) būvju (piemēram, slūžu, sliekšņu, aizsprostu) darbībai uz upēm un kanāliem, kuri savieno ezeru ar citu ūdensobjektu; ūdens ievadīšanai, lai paaugstinātu pazemes ūdeņu līmeni (arī lai mākslīgi papildinātu pazemes ūdeņu krājumus), kā arī ūdens novadīšanai vai atsūknēšanai, lai pazeminātu pazemes ūdeņu līmeni (arī lai pazeminātu ūdens līmeni derīgo izrakteņu ieguves vietās un būvlaukumos), izņemot zemes nosusināšanu, kā arī divpusējas darbības meliorācijas un apūdeņošanas sistēmu darbību; darbībām, kuru rezultātā rastos mākslīgs vai stipri pārveidots ūdens-objekts (piemēram, kanālu izveidošana, dīķu un ūdenskrātuvju vai to sistēmu izveidošana un ekspluatācija, ja dīķus vai ūdenskrātuves uzpilda no virszemes ūdeņiem); un citām darbībām, kuras saistītas ar regulāru virszemes ūdens un pazemes ūdeņu līmeņa, kvalitātes vai režīma maiņu (piemēram, ūdens resursu pārdale starp upju baseiniem). Pieņemtie pieteikumi ir pieejami sabiedrībai un tie tiek publicēti Interneta reģionālajā vides pārvaldes mājas lapā. Ja pārvalde ir uzdevusi pieteikuma iesniedzējam informēt sabiedrību, sabiedrība var iesniegt priekšlikumus vismaz 45 dienas.

english definition:Water resources utilization or water use is the use of surface water and groundwater resources for public and economic purposes (abstraction, storage, preparation for use, distribution and use of water, waste water treatment and conducting to the surface water body or subterranean depths), as well as other economic, including polluting, activities which may significantly affect the quality and quantity of surface water or groundwater. In most cases, all human activities have impact on the water resources, i.e. water quantity and quality. Thus, restrictions on water use have been implemented for preservation and control of the water resources. ‘Water use' relates to the operations fostering a decrease in the water quality or quantity characteristics. All human activities regarding water use that have impact on the water resources, i.e. waste water treatment and discharge, water use for irrigation, construction of reservoirs, extraction of ground water, etc., have to be examined. Water Resources Use Permits must be received from the Regional Environmental Boards or Environmental State Assessment Board. Water Resources Use Permit is mandatory for the abstraction of surface water or groundwater, if one of the following criteria shall apply - 10 m3 or more of surface water or groundwater is abstracted per day; more than 50 natural persons are provided with water supply services; mineral water or thermal waters are abstracted and used in economic activities; the abstraction of water resources may cause a significant effect on the environment; for the operation of hydrotechnical structures (also structures related to the operation of hydroelectric power stations), if structures are used for the adjustment of the water drainage regime and parameters necessary for the performance of economic activity (hereinafter - hydrotechnical structures (also structures related to the operation of hydroelectric power stations)); for the injection of water in order to raise the level of groundwater (also in order to replenish groundwater resources artificially), as well as for drainage or pumping out of water in order to reduce the level of groundwater (also in order to reduce the level of water at a place of extraction of mineral resources), except for soil drainage, as well as the operation of dual action amelioration and irrigation systems; for activities as a result of which an artificial or a heavily modified water body may be created (for example, exploitation of channels, ponds and water reservoirs or systems thereof, if ponds or water reservoirs are filled from surface waters on a regular basis and if an artificial or heavily modified water body is not created on a water course); and for other activities, which are connected with systematic changes of level, quality or mode of surface water and groundwater. Accepted submissions shall be accessible to the public and they are published on Internet home pages of Regional Environmental Boards. If the Board has assigned the submitter to notify the public, the public has right to submit comments not less than 45 days.
