national definition:Vides pārskats ir atsevišķa sadaļa plānošanas dokumentā, uz kuru attiecas likuma "Par ietekmes uz vidi novērtējumu" nosacījumi, vai atsevišķs dokuments, kas nosaka, apraksta un novērtē attiecīgā dokumenta, kā arī iespējamo alternatīvu īstenošanas ietekmi uz vidi, ņemot vērā plānošanas dokumenta mērķus, paredzēto realizācijas vietu un darbības jomu. Vides pārskatā ietver šādu informāciju: plānošanas dokumenta galvenie mērķi un īss satura izklāsts, saistība ar citiem plānošanas dokumentiem; vides pārskata sagatavošanas procedūra un iesaistītās institūcijas, sabiedrības līdzdalība un rezultāti; esošā vides stāvokļa apraksts un iespējamās izmaiņas, ja plānošanas dokuments netiktu īstenots; vides stāvoklis teritorijās, kuras plānošanas dokumenta īstenošana var būtiski ietekmēt; ar plānošanas dokumentu saistītās vides problēmas, īpaši tās, kuras attiecas uz jebkurām vides aizsardzībai būtiskām teritorijām, arī uz īpaši aizsargājamām dabas teritorijām, mitrājiem, mikroliegumiem, īpaši aizsargājamām sugām, to dzīvotnēm un Baltijas jūras un Rīgas jūras līča piekrastes aizsargjoslu; starptautiskie un nacionālie vides aizsardzības mērķi, īpaši tie, kas attiecas uz ilgtspējīgas attīstības nodrošināšanu un plānošanas dokumenta saturu, un veids, kā šie mērķi vai apsvērumi, kas saistīti ar vidi, ir ņemti vērā, izstrādājot plānošanas dokumentu; plānošanas dokumenta un tā iespējamo alternatīvu īstenošanas būtiskās ietekmes uz vidi novērtējums (ietver tiešo un netiešo, sekundāro, paredzētās darbības un citu darbību savstarpējo un kopējo ietekmi, īstermiņa, vidēji ilgu un ilglaicīgu ietekmi, kā arī pastāvīgo pozitīvo un negatīvo ietekmi), arī ietekme uz cilvēkiem, viņu veselību, materiālajām vērtībām, kultūras, arhitektūras un arheoloģisko mantojumu, dabas un ainavu daudzveidību, augsnes kvalitāti, ūdens kvalitāti, gaisa kvalitāti, klimatiskajiem faktoriem, kā arī minēto jomu mijiedarbības novērtējums; risinājumi, lai novērstu vai samazinātu plānošanas dokumenta un tā iespējamo alternatīvu īstenošanas būtisko ietekmi uz vidi; plānošanas dokumenta iespējamo alternatīvu izvēles pamatojums; iespējamie kompensēšanas pasākumi, kas apzināti, konsultējoties ar Dabas aizsardzības pārvaldi, ja tādi nosakāmi saskaņā ar likumu "Par īpaši aizsargājamām dabas teritorijām"; plānošanas dokumenta īstenošanas iespējamās būtiskās pārrobežu ietekmes novērtējums; plānošanas dokumenta stratēģiskā novērtējuma veikšanai lietoto galveno pamatprincipu un metožu apraksts (norāda arī problēmas informācijas ieguvē vai atzītu tehnoloģiju trūkumu); paredzētie pasākumi plānošanas dokumenta īstenošanas monitoringa nodrošināšanai.

english definition:Environment report is a separate chapter in a planning document that refers to regulations of the Law "On Environmental Impact Assessment" or separate document that defines, describes and assess impact on the environment taking account aims of the planning document, location and specifics of the planned activity.
The environmental report has to contain the following information: the main objectives and a brief outline of the content of the planning document, its relationship to other planning documents; the environmental reporting procedure and institutions involved, public participation and results; a description of the existing state of the environment as well as possible changes if the planning document were not to be implemented; the state of the environment in the territories which might be significantly affected by the implementation of the planning document; environmental problems related to the planning document, in particular those referring to any territories significant for environmental protection, including specially protected nature territories, wetlands, micro-reserves, specially protected species, their habitats and the protective coastal zone of the Baltic Sea and the Gulf of Riga; international and national objectives of environmental protection, in particular those that relate to the assurance of sustainable development and the content of the planning document, and the way in which these objectives or considerations related to the environment are taken into account in developing the planning document; the assessment of the significant environmental impact from the implementation of the planning document and possible alternatives thereto (includes the mutual and joint effects of direct and indirect, secondary, intended activities and other activities, long-term, medium-term and short-term effects, as well as permanent positive and negative effects), including the effect upon humans, their health, material values, the cultural, architectural and archaeological heritage, diversity in nature and the landscape, soil quality, water quality, air quality, climatic factors, as well as the interrelationship between the referred to fields; solutions in order to prevent or reduce the significant environmental impact from the implementation of the planning document and possible alternatives thereto; justification of the choice of possible alternatives to the planning document; possible compensation measures that have been identified through consultation with the Nature Protection Board if such are to be established in accordance with the Law On Specially Protected Nature Territories; assessment of the possible significant transboundary impact from the implementation of the planning document; a description of the main basic principles and methods used for the carrying out of the strategic assessment of the planning document (indicating also problems with the acquisition of information or lack of recognised technologies); and intended measures for ensuring the monitoring of the implementation of the planning document.
