Zemes dzīļu izmantošanas licence ir administratīvais akts, kas tā adresātam piešķir tiesības izmantot zemes dzīles noteiktās robežās, noteiktā veidā un noteiktu laiku, ievērojot licences noteikumus. zemes dzīles - zemes garozas daļa, kas atrodas zem augsnes un virszemes ūdeņiem līdz dziļumam, kurā ekonomiski un tehniski ir iespējami ģeoloģiskie pētījumi, derīgo izrakteņu ieguve vai arī tās izmantošana.
