Apskrities viršininkas - Institucija, per kurią Vyriausybė organizuoja apskričių valdymą. Apskrities viršininkui keliami uždaviniai:

įgyvendinti valstybės politiką regioninės plėtros, socialinio aprūpinimo, švietimo, kultūros, sveikatos priežiūros, teritorijos planavimo, paminklotvarkos, žemės naudojimo ir apsaugos, aplinkos apsaugos ir kitose srityse, vykdyti apskrityje valstybines ir tarpregionines programas;
koordinuoti apskrityje esančių ministerijų ir kitų Vyriausybės institucijų struktūrinių padalinių veiklą, taip pat derinti savivaldybių vykdomųjų institucijų veiklą, įgyvendinant regionines programas;
numatyti prioritetines apskrities raidos kryptis ir rengti programas.(Pagal Apskrities valdymo įstatymą)

An institution through which the Government organizes administration of counties. The tasks of the county governor shall be:

to implement state policy in spheres of regional development, social maintenance, education, culture, health care, territorial planning, monument protection, land use and protection, as well as agriculture, environmental protection, and other spheres, and to implement state and inter-regional programmes;
to co-ordinate the activities of the ministries and other structural subdivisions of Government institutions lying within the limits of the county, as well as to co-ordinate the activities of executive institutions of local authorities in implementing regional programmes;
to provide for the priority trends of the county development and prepare its programmes. (According to the Law on the Governing of the County)
