Teritorijų planavimo teisiniuose dokumentuose oficialaus apibrėžimo terminas neturi. Bendrinėje kalboje jis suprantamas kaip įvairaus dydžio žmonių apgyventos teritorijos

Settlements - A category generally used in planning of the state and county territories. In drafting these plans, the provisions for development of the system of settlement are presented. The said term "settlement" does not have an official definition in legal documents of territorial planning. In the common language, it is understood as inhabited territories of different size.
