„Teritorijos gamtinių ypatumų, tradicinės žmonių veiklos ir socialinės bei ekonominės plėtros poreikio sąlygota pagrindinio žemės naudojimo kryptis, numatyta teritorijų planavimo dokumente, lemianti šios teritorijos planavimo ir žemės naudojimo sąlygas." (Žemės įstatymas) Žemės įstatymas suskirsto žemės naudojimą į 5 „pagrindines tikslines žemės naudojimo paskirtis":

1. žemės ūkio paskirties žemę;
2. miškų ūkio paskirties žemę;
3. vandens ūkio paskirties žemę;
4. konservacinės paskirties žemę;
5. kitos paskirties žemę.

Pagrindinė tikslinė žemės naudojimo paskirtis nustatoma formuojant naujus žemės sklypus. Pagrindinė žemės naudojimo paskirtis keičiama žemės savininkų, valstybinės žemės patikėtinių, kitų subjektų prašymu (ar kitais įstatymų nustatytais atvejais) pagal detaliuosius arba specialiuosius teritorijų planavimo dokumentus. Principle specific purpose of land use

""The trend of the principle use of land is conditioned by the need for the natural peculiarities of a territory, for traditional activities of people, as well as for the social and economic development; the said trend is indicated in the document of territorial planning which determines the conditions for the planning of this territory and land use" (The Law on Land).
The Law on Land subdivides lad use into five "principle specific purposes of land use":

1. land designated for agricultural purposes;
2. land designated for forestry purposes;
3. land designated for water purposes;
4. land designated for conservation purpose; and
5. land designated for other purposes.

The principle specific purpose of land use is determined in creating new land plots. The principle use to which the land is put is changed at the request of the land owner, the procurators of the state land and other subjects (in other cases established by laws) taking into account the documents of detailed or special planning (In conformity with the Law on Land).
