"Regioninės plėtros taryba - Regioninės plėtros tarybos sąvoką ir šių institucijų struktūrą įvedė 2000m. pasirodęs Regioninės plėtros įstatymas. Nors regioninės plėtros ir teritorijų planavimo sistemos valdomos dviejų įstatymų, ir yra santykinai savarankiškos, bet regioninės plėtros tarybos aktyviai dalyvauja teritorijų planavimo veikloje. Lietuvoje yra Nacionalinė ir regioninės plėtros tarybos. Nacionalinė regioninės plėtros taryba yra konsultacinė grupė, susidedanti iš ministerijų, kitų valstybės institucijų ir įstaigų, Lietuvos savivaldybių asociacijos, socialinių ir ekonominių partnerių atstovų ir regionų plėtros tarybų pirmininkų. Nacionalinė regioninės plėtros taryba:
Regiono plėtros taryba susideda iš apskrities viršininko, regiono savivaldybių merų, teritorinės darbo biržos atstovo ir deleguotų savivaldybių tarybų narių.

"The term Council of Regional Development and the structure of its institutions are introduced by the Law on Regional Development in 2000. Although the systems of regional development and territorial planning are regulated by two independent laws, the Councils of Regional Development take an active part in the activity of territorial planning. There exist the National and Regional Development Councils in Lithuania. The National Council of Regional Development is a consultant group which comprises ministries, other public authorities and state institutions, associations of municipalities of Lithuania, social and economic partners' agents, as well as the heads of regional development councils. The National Council of Regional Development:
- consider the aim, tasks and means of national regional policy, strategies of the development of separate economy sectors, submit conclusions and proposals to their organisers and the Government;
- consider the initiatives (plan) of minimizing social and economic differences of regions and submit proposals to the Government institution with regard to the aforesaid initiatives (plan);
- consider the programmes on the development of problematic territories and separate economy sectors, submit conclusions and proposals to the planners of the above-mentioned programmes and the Government;
- consider and submit conclusions to the Government institution concerning the programme on regional development which aims at rendering help in drafting plans of regional development, project-related solutions corresponding local initiatives, as well as in implementing international co-operation in the sphere of regional policy.
The Council of Regional Development consists of the county governor, the mayors of regional municipalities, and the deputy of the labour exchange and delegated members of the councils of municipalities.
The Council of Regional Development shall:
- consider and approve the plan of regional development;
- submit conclusions to the Government institution and National Council of Regional Development with regard to the implementation of the regional development plan;
- consider and submit proposals to the Government institution and the National Council of Regional Development with regard to the regional development (e.g. initiatives (plan) of minimizing social and economic differences, a focus on problematic territories); consider the proposals made by the county governor's administration and local authorities to implement investment projects, et cetera."
