Savivaldybės teritorijos bendrojo planavimo procesas

" Savivaldybės teritorijos bendrojo planavimo procesas - Savivaldybės teritorijos bendrojo plano rengimo taisyklės nurodo 4 planavimo proceso etapus:

1. parengiamasis;
2. teritorijų planavimo dokumento rengimo;
3. sprendinių pasekmių vertinimo;
   
4. baigiamasis.

Parengiamojo (1) etapo metu:

1. įvertinami galiojančio Bendrojo plano stebėsenos (monitoringo) rezultatai bei planuojamos teritorijos strateginio planavimo dokumentai;
2. nustatomi savivaldybės teritorijos bendrojo planavimo uždaviniai;
3. gaunamos planavimo sąlygos;
4. parengiama ir patvirtinama planavimo darbų programa;
5. prireikus atliekami tyrimai;
6. viešai paskelbiama apie priimtą sprendimą dėl teritorijų planavimo dokumento rengimo pradžios ir planavimo tikslų bei uždavinių.

Teritorijų planavimo dokumento rengimo (2) etapą sudaro:

1. esamos būklės analizės stadija;
2. koncepcijos rengimo stadija;
3. sprendinių konkretizavimo stadija.

Teritorijų planavimo dokumento sprendinių pasekmių vertinimo (3) etapą sudaro:

1. teritorijų planavimo dokumento sprendinių strateginis pasekmių aplinkai vertinimas;
2. teritorijų planavimo dokumento sprendinių poveikio vertinimas.

Baigiamasis (4) etapas:
1. teritorijų planavimo dokumentų sprendinių svarstymo ir derinimo stadija:

  1.1. viešas svarstymas;

  1.2. sprendinių derinimas;

  1.3. ginčų nagrinėjimas;

2. teritorijų planavimo dokumento tvirtinimo stadija:

  2.1. tikrinimas valstybinę teritorijų planavimo priežiūrą atliekančioje institucijoje;

  2.2. tvirtinimas savivaldybės taryboje ir registravimas teritorijų planavimo dokumentų registre.
Patvirtinus Bendrąjį planą atliekamas teritorijų planavimo dokumentų sprendinių įgyvendinimo monitoringas, priežiūra ir kontrolė."

Process of general planning of municipality territory

"Process of general planning of municipality territory - The Regulations for the Drafting of General Planning of the Municipality Territory indicate four stages of the process of planning:

1. the preparatory;
2. the drafting of territorial planning documents;
3. solutions impact assessment;
4. the conclusive.

At the preparatory (1) stage:

1. the results of the valid master plan supervision are verified; the documents of territorial strategic planning are laid on, as well;
2. the objectives of general planning of the municipality territory are established;
3. planning conditions are received;
4. the program for planning work is prepared and approved;
5. when necessary, the research is conducted;
6. publicly announced about the adopted decision concerning the beginning of the drafting of territorial planning documents, as well as planning objectives and tasks.

The stage of the drafting of territorial planning documents (2) comprises:

1. the stage of an existing state analysis;
2. the stage of formulating the concept;
3. the stage of solutions concretization.

The stage of evaluating the consequences of territorial planning document solutions (3 stage) consists of:

1. a strategic assessment of the environmental impact of territorial planning document solutions;
2. territorial planning document solutions impact assessment.

The conclusive stage (4):
1. The stage of considering and approving territorial planning document solutions:

  1.1. Public consideration;

  1.2. Co-ordination of solutions;

  1.3. Dispute investigation.

2. The stage of approving territorial planning document:

  2.1. Inspection in the institution carrying out the state supervision of territorial planning;

  2.2. Approval in the Municipal Council and recording in the register of territorial planning documents.

Having approved the master plan, monitoring, supervision and control pertaining to the implementation of territorial planning document solutions are conducted.
