Šias pareigas einantis savivaldybės administracijos tarnautojas vadovauja techniškam savivaldybės teritorijų planavimo reikalų tvarkymui. Savivaldybės vyriausiasis architektas, pavyzdžiui, išduoda detaliojo planavimo sąlygas ir derina planavimo užduotį tais atvejais, kai detaliojo plano organizatorius yra ne savivaldybė (žiūr. „Detaliojo planavimo organizatoriai").

Chief architect of the municipality - A duty in some municipalities (its entitlement is not the same in different municipalities). The officer of municipal administration serving as the chief architect of the municipality takes charge of technical management of planning issues of the municipality territory. For instance, the chief architect of the municipality issues the conditions of detailed planning and co-ordinates the task of planning in cases, when the organiser of the detailed plan is not a municipality. (See "Organisers of Detailed Planning").
