  1. „Procesas, kurio metu parengiama veiklos valdymo strategija, numatanti veiklos prognozę, tikslus, prioritetines kryptis, veiksmus ir būdus, kaip efektyviausiai panaudoti turimus ir planuojamus gauti finansinius, materialinius ir darbo išteklius numatytiems tikslams pasiekti, strategijos nuostatų įgyvendinimas, veiklos monitoringas ir atsiskaitymas už rezultatus."(Pagal Teritorijų planavimo įstatymą)
  2.  „Formalizuota sistema, užtikrinanti viso strateginio valdymo proceso, kurio metu nustatomos veiklos kryptys ir būdai, kaip efektyviausiai panaudoti turimus ir planuojamus gauti finansinius, materialinius ir darbo išteklius misijai vykdyti, numatytiems tikslams pasiekti, realizavimą, taip pat veiklos stebėsena ir atsiskaitymas už rezultatus." A process during which a strategy for activity management is prepared; the strategy provides for activity forecast, objectives, priority trends, actions and means, as well as for how effectively to use available and the intending-to-be-received financial, material and work recourses to fulfil the underlined aims, the implementation of strategy provisions, activity supervision and accountability for the results." (According to the Law on Territorial Planning).
