Teritorijų apsauga nuo ypatingų situacijų - Priemonės, kurias numatyti reikalauja Apskrities bendrųjų planų taisyklės. Teisiniuose aktuose sąvoka „ypatinga situacija" nėra apibrėžta. Lietuvos Respublikos teritorijos 2001 m bendrajame plane yra artima sąvoka „probleminė situacija". „Problemine situacija" jame vadinamas nepalankių (kritinių, blogų, nepageidaujamų, šalintinų) socialinės ir ekonominės ar ekologinės raidos požymių įsigalėjimas, teisinio statuso nepakankamumas arba skirtingų interesų priešprieša konkrečioje teritorijoje.

Territory of protection against extraordinary situations - The means which have to be provided for by the regulations for master plans of the county. The concept of the term "extraordinary situation" is not defined in legal acts. A similar concept "problematic situation" can be observed in the General Plan of the Territory of the Republic of Lithuania. Here, "problematic situation" is defined as an existence of unfavourable (critical, miserable, undesirable) peculiarities of the social and economic or ecological development, lunacy of a legal statute or contraposition of different interests in the concrete territory.
