Teritorijų planavimo dokumento sprendinių poveikio vertinimas vertinimas

national definition:

Teritorijų planavimo proceso etapas, kurio metu analizuojamas ir vertinamas sprendinių įgyvendinimo galimas teigiamas ir (ar) neigiamas ilgalaikis ir (ar) trumpalaikis poveikis. Reikalaujama, kad sprendinių poveikis būtų vertinamas šiais aspektais:

  1. poveikis teritorijos vystymo darnai ir (ar) planuojamai veiklos sričiai;
  2. poveikis ekonominei aplinkai (įvertinamas galimas poveikis ūkio ir atskirų jo sektorių raidos procesams, investicijų ir verslo sąlygoms, valstybės ir savivaldybių biudžetams);
  3. poveikis socialinei aplinkai (įvertinamas galimas poveikis įvairiems socialiniams procesams ir socialinėms grupėms);
  4. poveikis gamtinei aplinkai ir kraštovaizdžiui (įvertinamas galimas poveikis gamtinės aplinkos kokybei, kraštovaizdžio struktūrai ir ekologinei pusiausvyrai, gamtos ir kultūros paveldo išsaugojimui).

Assessment of impact of the planning document solutions

english definition:

Assessment of impact of the planning document solutions - The process of territorial planning during which a possible positive and/or negative, long-term and/or short-term impact of solutions implementation is analyzed and assessed. It is required that impact of solutions be assessed in the following aspects:

  1. an impact on the sustainable development of the territory and/or on the planned sphere of activity;
  2. an impact on the economic environment (a possible impact on the processes of the development of economics and its separate sectors, on the conditions for investments and business, as well as on the national budget and the municipal funds is assessed);
  3. an impact on the social environment (a possible impact on various social processes and social groups is assessed);
  4. an impact on the natural environment and landscape (a possible impact on the quality of the natural environment, the structure of the landscape, the ecological equilibrium, as well as on protection of nature and cultural heritage is assessed).

(The above-mentioned term is defined in Resolution No. 920 of the Government of the Republic of Lithuania 2004.07.16 on the Procedure for Impact Assessment of Territorial Planning Document Solutions.)
