Teritorijų planavimo tikslai

"Teritorijų planavimo tikslai - Lietuvos teritorijų planavimą reglamentuojančių dokumentų sistemoje apie planavimo tikslus kalbama teritorijų planavimo įstatyme ir poįstatyminiuose aktuose. Apskrities planavimo tikslus nurodo Apskrities planų rengimo taisyklės, savivaldybės teritorijos planavimo - savivaldybės teritorijos planavimo taisyklės, detaliojo planavimo - Detaliųjų planų rengimo taisyklės, specialiojo - specialiųjų planų rengimo taisyklės.
Teritorijų planavimo įstatymas išvardina tokius tikslus:

  1. išlaikyti valstybės teritorijos socialinio, ekonominio ir ekologinio vystymo pusiausvyrą;
  2. formuoti sveiką ir harmoningą gyvenamąją, darbo ir poilsio aplinką stengiantis sukurti geresnes ir visoje valstybės teritorijoje visavertes gyvenimo sąlygas;
  3. formuoti gyvenamųjų vietovių ir infrastruktūros bei kitų veiklos sričių plėtojimo politiką;
  4. saugoti, racionaliai naudoti ir atkurti gamtos išteklius, gamtos ir kultūros paveldo vertybes, tarp jų ir rekreacijos išteklius;
  5. formuoti gamtinį karkasą, sudaryti prielaidas kraštovaizdžio ekologinei pusiausvyrai palaikyti arba jai atkurti;
  6. formuoti žemės sklypus, rezervuoti (nustatyti) teritorijas gyvenamųjų vietovių infrastruktūros ir kitų veiklos sričių, skirtingų rūšių žemės naudmenų plėtrai;
  7. suderinti fizinių ir juridinių asmenų ar jų grupių, visuomenės, savivaldybių ir valstybės interesus dėl teritorijos ir žemės sklypų naudojimo bei veiklos plėtojimo šioje teritorijoje sąlygų;
  8. skatinti investicijas socialiniam ekonominiam vystymui."

"Aims of territorial (spatial/detail/setorial) planning- The Law on Territorial Planning and post-statutory acts refer to the objectives of territorial planning in the system of Lithuanian territorial planning documents. The objectives of the county planning are established by the Regulations for Preparation of County Plans; the objectives of the municipality territory planning - by the Rugulations for the Municipality Territory Planning; the objectives of the detailed planning - by the Regulations for the Drafting of Detailed Plans; the objectives of the special territory planning - by the Regulations for the Drafting of Special Plans.
The Law on Territorial Planning have the following objectives:

  1. to balance the development of the territory of the Republic of Lithuania;
  2. to form an adequate, healthy and harmonious environment for living, work and recreation with the aim of creating better living conditions of equal value on the whole territory of Lithuania;
  3. to form a policy of development of residential areas and infrastructure systems;
  4. to protect, use rationally and recover natural resources, natural and cultural heritage, recreational resources among them;
  5. to maintain an ecological equilibrium or to restore it;
  6. to reserve (define) territories for the development of infrastructure of residential areas, other spheres of activity, and different types of land;
  7. to harmonise the interests of natural and legal entities or their groups, also the interests of the public, municipalities and the State regarding the conditions for the use of a territory and land plots also with regard to the type of activity in the territory;
  8. to promote investments for the social and economic development."
