"Viešas svarstymas - Privaloma (išskyrus kai kuriuos atvejus) sudėtinė teritorijų planavimo dokumentų projektų rengimo proceso dalis - procedūra, kurios metu visuomenė nustatyta tvarka supažindinama su parengtu teritorijų planavimo dokumentu, organizuojamas viešas susirinkimas teritorijų planavimo dokumento sprendiniams, jų alternatyvoms bei pateiktiems pasiūlymams aptarti. (Pagal teritorijų planavimo įstatymą).
Yra šie viešo projektų svarstymo su visuomene etapai:

1. Skelbimas apie numatomą rengti projektą;
2. Konsultavimasis dėl rengiamų sprendinių. Šis etapas privalomas detaliesiems planams, kurių organizatoriai (užsakovai) yra savivaldybės arba valstybės institucijos, taip pat kai kuriais kitais atvejais.
3. Parengto projekto aptarimas.

Rengiant specialiojo teritorijų planavimo dokumentų projektus, kurie siejasi tik su vieno juridinio ar fizinio asmens interesais, nedidelių veiklos mastų detaliųjų planų projektus, taip pat kitais teisės aktuose nustatytais atvejais viešo svarstymo tvarka supaprastinama."

"Public discussion - A mandatory (with exception of several cases) constituent part of the process of formulating the projects for territorial planning documents - A procedure during which the public is, in the established manner, acquainted itself with the drafted document on territorial planning; public meeting is organized to discuss territorial planning document solutions, their alternatives as well as the proposals. (According the Law on Territorial Planning).
Here the stages of public discussion on the projects:

1. Announcement of drafting the foreseen project;
2. Consulting with regard to the solutions being prepared. This stage is mandatory for detailed plans, the organisers of which are either the local authorities or state institutions, in other cases, as well.
3. Discussion concerning the drafted project.

A procedure for public discussion is simplified in drafting: the projects of special territorial planning which concern the interests of one legal or natural person only, the projects of detailed plans of a smaller amount of activity, as well as in other events established by legal acts."
