Forhåndskonferanse

national definition:

 Lovfestet, men ikke obligatorisk, innledende møte for byggesaksbehandlingen mellom tiltakshaver, bygningsmyndigheten og andre berørte parter og organer for å avklare rammer og innhold for prosjektet.

Forhåndskonferanse kan kreves av tiltakshaver eller av plan og bygningsmyndighetene. Fra konferansen skal det føres referat som dokumenterer de forutsetninger som er lagt til grunn og danner grunnlag for videre behandling av saken. Den skal holdes senest 2 uker etter den dato tiltakshaver har fremmet krav om forhåndskonferanse.

english definition:

 Statutory, but not obligatory opening meeting for the public handling of a building permit application between the developer, the building authority, other parties and bodies concerned in order to clarify the frameworks and contents of the project.

A preliminary conference may be required by the developer or by the planning and building authorities. Minutes of this conference should be kept, recording the assumptions on which the project is based and form the basis for further action in the matter. It shall be held not later than 2 weeks after the date on which the developer has requested that such a conference be held.
