 Benevnelse for den administrativ-geografiske enheten på mellomnivået mellom primærkommune og sentral stat.

I plansystemet er fylket å forstå som regional enhet for planlegging og utvikling, se fylkesplan og regional planlegging. Dette mellomnivået består av to administrativt-politiske enheter: Den desentrale statsforvaltning representert ved fylkesmannen og fylkeskommunen med det politisk valgte fylkestinget som øverste organ, se henholdsvis fylkesmannen og fylkeskommunen.

english definition:

 Term for the administrative-territorial unit at the meso- level between the primary municipality and central government.

Within the planning system the county is understood as the entity for regional planning and development, see County master plan, County planning  and Regional planning.  This meso-level government consist of two separate units of authorities: The decentralized state government headed by the County Governor and the County Municipality with the democratically elected County Council as the uppermost decision making body, see County Governor and County Municipality.
