Fylkeskommune

    Geografisk avrenset politisk-administrativ enhet på mellomnivået bestående av flere kommuner som er underlagt den kommunale form for politisk-administrativ styring.

Fylkeskommunen har ansvaret for kommunal administrasjon og tjenesteproduksjon og planlegging på mellomnivået (regionalt nivå). Som sekundærkommune i forhold til den primære lokalkommunen er dens myndighet sidestilt med sistnevnte i planspørsmål. Dens direkte mulighet for overordnet styring eller påvirkning i lokale planspørsmål er formelt avhengig av samarbeid med kommunene eller bruk av innsigelser mot kommunale planer som enten er i konflikt med fylkesplan eller som på annen måte strider mot fylkeskommunale policies, se kommune, fylkesplanlegging, fylkesplan.

County Municipality

Territorial delineated political-administrative unit at meso level that geographically covers several municipalities under the rule of municipal government.

The County Municipality is responsible for municipal administration and service production at the meso level (regional level). As secondary municipality in relation to the primary (local) Municipality, the authority in planning matters is not superior to the latter. The  direct possibility for superior guidance or influence in local planning matters is formally dependent on collaboration with the municipalities or issuing objections against their planning, when violating the County master plan or in some other ways contravening county municipal policies, cf.
