national definition:Fagterm brukt om planlegging av nettverkinfrastruktur, i hovedsak energiforsyning, telekommunikasjoner, jernbane, flyplasser, havner, veier, vannforsyning og avløp.
Planlegging av anlegg for energiforsyning, telekommunikasjoner, jernbane, flyplasser og offentlige havner foregår som ledd i den statlige sektorielle infrastrukturplanlegging, og kan iverksettes gjennom direktorater, statlige foretak, andre offentlige, men også som for energi, private foretak.
Med visse unntak for energiinfrastruktur og telekommunikasjoner følger prosedyrene for planleggingen av aktuelle prosjekter plan- og bygningsloven, også med hensyn til valg av plantyper. Ansvaret for planlegging av veier er enten statlig, fylkeskommunalt eller kommunalt, avhengig av eierskapet.
Selv om den statlige planleggingen av prosjektene skjer i henhold til plan- og bygningsloven, er det ingen automatikk i koordineringen av den statlige sektorielle budsjettplanlegging i forhold til den kommunale planleggingen. Planlegging av lokal vannforsyning og avløp tilligger tilnærmet i sin helhet kommunene, enten kommuner enkeltvis eller gjennom interkommunalt samarbeid og interkommunale selskaper.
