Kommunalt selvstyre

Generell betegnelse for kommunenes tradisjonshevdete rett til selvbestemmelse.

Kommunene innbefattet både kommune og fylkeskommune representerer et selvstendig system for folkestyre ved siden av det statlige. Selv om kommunene som politisk styrende enheter er underordnet staten, er det også rom for selvbestemmelse. Denne form for selvbestemmelse karakteriseres dels ved supplerende samarbeid, dels ved autonomi siden kommunene har mandat til å initiere virksomhet og i den sammenheng bestemmer over mål og midler.  Indirekte får dermed kommunene muligheter til å påvirke staten politikk og budsjetter.

Municipal autonomy

General term for the municipalities’ traditional right to self-determination.

The municipal system, including the Municipality and the County Municipality, represents a democratic governmental system on its own, beside the state system. Although the municipalities as governmental units are subordinated the State, there is room for municipal autonomy. This form of self-determination is partially characterized through supplementing and pragmatic collaboration, partly through autonomy, since the municipalities are mandated to initiate activities, and in this regard decide over means and ends. Indirectly, the municipal system will then have certain possibilities to influence policies and budgets of the State.
