Kommune

Geografisk avgrenset og politisk-administrativ organisert enhet på lokalt nivå som er underordnet statens styringssystem, men med en viss grad av selvstyre, se ovenfor.Kommunen er primærkommune i forhold til sekundærkommunen, fylkeskommunen, se denne. Den har ansvaret for kommunal administrasjon og tjenesteproduksjon, samt planlegging på lokalt nivå.

Municipality

Geographically delineated and administrative-political organized unit at local tire, subordinate to State government, but with certain opportunities for self-determination, cf. municipal autonomy.The Municipality is of primary status to the secondary one, the County Municipality (cf.). It has the responsibility for municipal administration and service production, as well as planning at local level.
