Offentlighetsprinsippet

Konstitusjonsfestet prinsipp som med få unntak pålegger myndighetene å gjøre sine forvaltningsdokumenter og avgjørelser offentlig tilgjengelige. Enkeltopplysninger som måtte inngå i dokumenter og avgjørelser kan likevel være unntatt fra offentlighet. Myndigheter plikter å journalføre sin virksomhet. Med ytterst få unntak har allmennheten rett til overvære domstolsforhandlinger, og møter i demokratisk valgte myndighetsforsamlinger i stat og kommune. For å fremme åpenhet omkring offentlig virksomhet har den som gir opplysninger om offentlig forvaltning til aviser, radio eller televisjon rett til å forbli anonym.

Public information principle

Constitutionally based principle requiring that public authorities, with few exceptions, should make their documents and decisions public available. Particular pieces of information connected to such material can still be kept secret.
Public authorities are obliged to keep records on matters handled. With few exceptions the public at large has the right to attend court cases and meetings in publicly elected state and municipal councils or committees. In order to enhance openness concerning public activities the provider of information on public affairs to newspapers, radio and television has the right to act in secret.
