En samferdselsplan vil avhenging av regional situasjon og koordineringen mot den statlige planleggingen av transport infrastruktur kunne omfatte planlegging når det gjelder bygging og drift av anlegg, så vel som planlegging av kollektivtrafikktilbud.

english definition:

Professional and sectoral characteristic of a plan document with connected action program for the coordination of transportation projects and measures, usually at regional level including one or even several counties. The County Municipality has a special responsibility for transportation planning including the coordination towards other authorities concerned.

A transportation plan, depending on the regional circumstances and the coordination towards the state sectoral planning of transportation infrastructure, will contain planning for building and managing of transportation infrastructure as well as planning of measures for public transportation.
