national definition:

Profesjonsrelatert term for policyen om allmenn tilgjengelighet til alle typer menneskeskapte konstruksjoner uten hensyn til fysisk førlighet. I løpet av de siste år har universell utforming fått økt innpass i norsk planlegging, og er, med hensyn til lovgivning, innarbeidet som prinsipp i forskrifter som regulerer gjennomføringen av byggeprosjekter.

english definition:

 Professional term for the policy to enhance the accessibility to any man-made construction for everybody regardless of physical ability. Throughout the latest years universal design has gained ground in Norwegian planning, and is with regard to legislation, mentioned as a particular concern in subordinate legislation regulating implementation.
