Vedtekt

Supplerende og modifiserende reguleringer til lov gitt lokalt i medhold av loven.Ved vedtekt kan det for en kommune eller for en del av en kommune fastsettes de lempinger, skjerpelser, tillegg eller unntak fra bestemmelsene i plan- og bygningsloven som finnes påkrevd under hensyn til forholdene på stedet, om ikke loven bestemmer annet. En rekke av plan- og bygningslovens bestemmelser kan ikke fravikes ved vedtekt. Det gjelder bl.a. de generelle reglene om jurisdiksjon, om plan- og bygningsmyndighetene, om reguleringsplan og reguleringsplanlegging, om konsekvensutredninger, om skjønnsmyndigheter, om saksbehandling og kontroll av byggesaker som krever søknad og byggetillatelse, om straffeansvar og ulovelige byggearbeider. I tillegg kommer en rekke enkeltparagrafer og deler av paragrafer det ikke er anledning til å modifisere gjennom vedtekter.Kommunestyret vedtar vedtektene, eventuelt oppheving og endring av vedtekter.

Articles of association; By-law II

Supplementary and modifying regulations to an act, issued locally in accordance to the act concerned. For a municipality or a part of a municipality, articles of association may be adopted, which modify, make more restrictive, add to or exempt from the provisions of the Planning and Building Act to the extent considered necessary out of regard for local conditions, unless otherwise provided by the Act. Several provisions of the Planning and Building Act may not be departed from by means of articles of association, unless explicitly stated in the provisions concerned. It applies for the provisions on general jurisdiction, on the planning and building authorities, on the Zoning plan (cf.) and zoning planning, on Environmental impact assessment (cf.), on the assessment authorities, on administrative procedures, on responsibility and control relating to permitting when requiring Building application and permission (cf.), on penal liability and on unlawful construction work, cf. Writ, Coercive fine, Enforcement.  Besides there are several single sections and paragraphs of provisions that not may be departed from.
The Municipal Council adopts, as well as repeals and changes articles of association.
