Wspólnota samorządowa ludzi oraz terytorium, które zamieszkują. Wyodrębniony ze struktury państwowej (osobowość prawna), powstały z mocy prawa związek lokalnego społeczeństwa, powołany do samodzielnego wykonywania zadań publicznych. W Polsce samorząd terytorialny funkcjonuje na szczeblu gminy, powiatu i województwa.

Self-governmental community of a population and the area, they inhabit. Separated from the state structure (legal entity), association of local community established lawfully, appointed to execute public tasks independently. In Poland territorial self-government functions at the level of a commune, county and voivodship.
