A body of a higher instance (II instance) in case of appeals against the administrative decisions issued by a head of a rural commune or by a mayor in the scope of the statutory commune tasks, or appeals against the administrative decisions forwarded by the head of a county within the statutory tasks of a county (supra-local unit of governmental administration and self-government) as well as the appeals against administrative decisions issued by marshals within the statutory tasks of the self-government of the voivodship.
