В соответствии с Конституцией РФ два региона (субъекта Федерации) Москва и Санкт-Петербург имеют статус "городов федерального значения". По федеральному законодательству эти города вправе определять компетенции своих муниципалитетов (более ста в каждом из городов) в области градостроительства. В обоих городах соответствующие компетенции муниципального уровня незначительны: генеральные планы и документация по планировке принимаются на региональном уровне.

By Russian Constitution two regions (or subjects of Federation: Moscow and Saint-Petersburg) have the status as "cites of federal importance". According to federal legislation Moscow and Saint-Petersburg are enabled to stipulate competencies of their municipalities (more than hundred in each city-region) on urban planning and land development. In both regions municipal competencies are insignificant, issuance of master plans and land planning documentation is performed at regional level.
