Градостроительный кодекс позволяет на федеральном и региональном уровне принимать как отраслевые, так и комплексные схемы территориального планирования. На уровне муниципального района отраслевые схемы прямо не предусмотрены. То же на уровне генерального плана города за одним исключением: согласно Закону об охране культурного наследия (2002) зоны охраны и действующие в них режимы должны устанавливаться проектом охранных зон.

By Urban Development Code federal and regional levels are enabled to adopt both sectoral and comprehensive planning schemes . For municipal districts sectoral schemes are not legally provided. The same for master plans but with some exclusion: according to Law on Cultural Heritage of Russia (2002), such zones and regimes (requirements) are to be established by the preservation zones project.
