Enligt lag om kommunal energiplanering skall kommuner i sin planering främja hushållningen med energi samt verka för en säker och tillräcklig energitillförsel. De skall vidare undersöka förutsättningarna för att genom samverkan med andra kommuner eller annan betydande intressent inom energiområdet finna gemensamma lösningar.
I varje kommun skall det finnas en aktuell plan för tillförsel, distribution och användning av energi i kommunen. Denna plan kallas vanligen energiplan. Till planen skall höra en miljökonsekvensbeskrivning. Energiplanen skall fastställas av kommunfullmäktige. Planen, som inte har någon formell rättsverkan, skall verka styrande för i första hand de kommunala förvaltningarnas arbete.

english definition:The Law on Municipal Energy Resource Planning states that local authorities must, in their planning activities, encourage the management of energy resources and to work for a safe and sufficient energy supply. In addition, they have to examine the preconditions for finding shared solutions through co-operation with other local authorities or other significant interested parties within the field of energy resources.
Each municipality has to have a current plan for the supply, distribution and use of energy in its area. This plan is normally called the energy resource plan. The plan is to have an environmental impact assessment. The energy resource plan is adopted by the local council. The plan, which is not formally legally binding, acts as guidance primarily for the municipal administration.
