Huvudman i plan- och bygglagen betecknar myndighet eller organisation som har ansvar för anläggande och underhåll av mark, gator, energiledningar, vattenledningar och andra tekniska anläggningar. När det gäller gator och allmänna platser är kommunen oftast huvudman men kan överlåta detta ansvar till privata markägare/förvaltare eller samfällighet.

A mandator according to the Planning and Building Act is the authority or organisation that is responsible for the establishment and maintenance of land, streets, energy lines and pipes and other technical installations. For streets and public places the municipality is usually the mandator but it can transfer this responsibility to private land-owners/administrators or to joint property units.
