Verken har ett sektorsansvar för sina respektive områden.Planeringen av Sveriges väg- och järnvägsnät dokumenteras i tioåriga planer, vilka revideras vart fjärde år. Det finns två nationella planer, en för stomjärnvägsnätet och en för stamvägarna, framtagna av Banverket respektive Vägverket. Luftfartsverket och Sjöfartsverket redovisar sina investeringar i treårsplaner.
Utöver trafikverken upprättar länen, eller i förekommande fall regionala självstyrelseorgan, tioåriga länstransportplaner för investeringar i regional transportinfrastruktur. Dessa planer skall behandla alla trafikslag.

Sweden has four national transportation authorities:

  • The Swedish National Rail Administration;
  • The Civil Aviation Administration/Authority;
  • The Swedish Maritime Administration;
  • The Swedish Road Administration.
The authorities have a sectoral responsibility for their respective fields.
The planning of Sweden's road and rail networks is documented in ten-year plans that are reviewed every four years. Two national plans exist - one for the main rail lines and one for the national main roads. These are produced by the National Rail Administration and the Swedish Road Administration, respectively. The Civil Aviation Authority and the Swedish Maritime Administration account for their investments in three-year plans.
In addition to the national transportation authorities, counties, or the regional self-governing bodies where these exist, produce ten-year county transport plans for investments in regional transport infrastructure. These plans are to include all modes of traffic.
