Ett kommunalförbund är ett samarbetsorgan där kommuner och landsting kan vara medlemmar. Medlemskapet är frivilligt. De flesta kommunalförbund bildas för att handskas med frågor som rör regional planering, vård och omsorg samt vatten- och avloppsförsörjning. I de frågor för vilka förbundet bildas överlåter medlemmarna helt beslutanderätten till förbundet.

A statutory joint authority is a cooperation body where municipalities and county councils can be members. Membership is voluntary. Most statutory joint authorities are formed to deal with issues relating to regional planning, healthcare and care, and water supply and sewage. For the issues for which the statutory joint authority has been formed, the members transfer all their decision-making powers to the authority.
