Varje län utgör som regel ett landstingsområde. Landstinget väljs genom allmänna val och är administrativ enhet för styret av vissa frågor i länet. I Sverige finns 18 landsting (2005). Utöver dessa landsting finns regioner med en annan form av regional ansvarsfördelning (regionala självstyrelseorgan). Dessa är Gotlands, Skåne och Västra Götalands län.
Landstingen ansvarar för länets gemensamma frågor, främst hälso- och sjukvård, men även annat som t ex folktandvård, kulturliv, högskole- och gymnasieutbildning, turism, miljö, näringslivsstöd och regional tillväxt och utveckling. Stockholms läns landsting ansvarar dessutom bland annat för upprättande av regionplan för Stockholmsregionen samt för utbyggnaden och driften av kollektivtrafiken.
Landstingen och regionerna har egen beskattningsrätt. År 2005 varierade den mellan som lägst 9,42 procent och som högst 12,27 procent av den beskattningsbara förvärvsinkomsten hos skatteskyldiga invånare i länet.
County council
english definition:
Each county normally constitutes a county council area. The county council is elected through general elections and is the administrative unit responsible for certain issues in the county area. In Sweden, there are 18 county councils (2005). In addition to these county councils there exist regions with another type of regional division of responsibilities (regional self-governance bodies). These are the counties of Gotland, Skåne and Västra Götaland.
The county councils are responsible for the communal issues of the county, primarily health care and medicine, but also, for example: national dental service, culture, university and college (upper secondary school) education, tourism, environment, business support and regional growth and development. The Stockholm County Council is also responsible for the establishment of a regional plan for the Stockholm region and for the development and operation of public transportation.
The county councils and regions have the right to levy taxes. In 2005 the tax level ranged from 9.42 per cent to 12.27 per cent of the taxable income of those liable for tax in the county.
