Medborgarnas medverkan i planeringsprocessen är reglerad i plan- och bygglagen. Genom samråd om och utställning av program och planförslag får medborgarna reda på vad som händer och möjlighet att inkomma med sina åsikter. Detta är fallet bland annat vid framtagande av översiktsplaner och detaljplaner. Under samråd måste innehåll och konsekvenser av en plan tydligt redovisas. Innan en översiktsplan kan antas skall den ställas ut för offentlig granskning i minst två månader. Motsvarande tid för detaljplaner är minst tre veckor.

The participation of the public in the planning process is regulated in the Planning and Building Act. Through the participation in planning procedure and the exhibition of programmes and plan proposals, the general public are informed about the developments and have a chance to submit their views and opinions. This is the case when comprehensive plans and detailed development plans are being developed. During the participation in planning procedure the contents and consequences of a plan have to be clearly described. Before a comprehensive plan can be adopted it has to be displayed publicly for at least two months. The minimum display period for detailed development plans is three weeks.
