Planbeskrivningen är en obligatorisk handling vid upprättande av översiktsplan, detaljplan och fastighetsplan. Beskrivningen har dock ingen rättsverkan.
För översiktsplanen skall planbeskrivningen redovisa planeringsförutsättningarna, skälen till planens utformning och de åtgärder som kommunen avser att vidta för att fullfölja planen. Vidare skall redogöras för planens konsekvenser.
Planbeskrivningen för detaljplan skall redovisa planeringsförutsättningarna, planens syfte och skälen till planens utformning samt de överväganden som legat till grund för omfattningen av kravet på bygglov inom planområdet. Om det inte är uppenbart onödigt så skall beskrivningen åtföljas av illustrationsmaterial.
I fastighetsplanens planbeskrivning skall redovisas vilken detaljplan som fastighetsplanen hänför sig till och skälen till den utformning av fastighetsplanen som har valts.
Om detaljplaneförslaget eller fastighetsplaneförslaget avviker från översiktsplanen, skall avvikelsen och skälen till denna redovisas i planbeskrivningen.

A plan report is a compulsory document when establishing a comprehensive plan, a detailed development plan or property regulation plan. The report is not legally binding, however.

The plan report for a detailed development plan has to describe the prerequisites for planning, the purpose of the plan and the reasons behind the design of the plan, as well as the considerations that have served as a basis for the extent that building permits are needed within the plan area. Unless it is manifestly unnecessary, the description has to be accompanied by illustrative materials.
The plan report of the property regulation plan has to describe which detailed development plan the property regulation plan relates to and the reasons behind the chosen design of the property regulation plan.
If the proposed detailed development plan or property regulation plan deviates from the comprehensive plan, the deviation and the reasons behind this have to be described in the plan report.
