Plangenomförande är de åtgärder som vidtas för att förverkliga planer eller andra beslut om markanvändning. Exempel på denna typ av åtgärder är anläggningen av gator, vatten- och avloppsledningar, olika typer av fastighetsrättsliga åtgärder såsom fastighetsbildning och ordnade med gemensamhetsanläggningar. Det handlar även om utredningar och förhandlingar som behövs i samband med dessa åtgärder. Vid upprättande av en detaljplan skall en speciell genomförandebeskrivning bifogas.
Kommunerna har en viktig roll i plangenomförandet genom sitt ansvar för utbyggnaden av gator, parker och ledningsnät. I sitt planeringsarbete är kommunerna organiserade i speciella förvaltningar som sköter olika delar av plangenomförandet. Dessa arbetar under kommunstyrelsen.

Plan implementation consists of the measures undertaken to realise plans or other decisions on the use of land. Examples of these kinds of measures include the construction of streets, water and sewage pipes, different measures relating to the legal status of the real property such as subdivision and the establishment of joint facilities. Plan implementation is also about the investigations and negotiations needed in connection with these measures. When a detailed development plan is established a special plan implementation description has to be attached.
The municipalities have an important role in plan implementation since they are responsible for the construction of streets, parks and pipes, lines and conduits. In their work with planning municipalities are organised into specific administrations dealing with different parts of plan implementation. These work under the municipal executive board.
