Enligt Plan- och bygglagen kan en kommun ta ut en avgift för att upprätta en detaljplan, fastighetsplan eller områdesbestämmelser om fastighetsägaren har nytta av planen eller bestämmelserna. Avgiften får tas ut med högst det belopp som motsvarar kommunens genomsnittliga kostnad för åtgärderna. Innan planarbetet påbörjas kan kommunen träffa avtal med fastighetsägaren om kostnaderna.

The Planning and Building Act states that a municipality can charge a fee for the establishment of a detailed development plan, property regulation plan or area regulations if the property owner benefits from the plan or the regulations. The fee maximum is the amount that is equivalent to the municipality's average cost for undertaking the measure. Before work on the plan starts, the municipality can enter into an agreement with the property owner regarding the costs.
